This is an excellent, light weight moisturizer for every day use.
I have sensitive skin and was looking for a moisturizer that wasn't so "heavy".
I used the original neutrogena oil free face lotion years ago and never found anything that could replace it until now.
Price
And this is a great budget friendly moisturizer!
Not greasy, dries quick, no scent and decent price.
Competitiveness
Overall, i'd say that target's version is closer to neutrogena, and i also like the target bottle more, which is identical to neutrogena's.
It's ok and is very similar to the neutrogena product, with slight differences.
