They tell you what you need to loosentighten to change a particular range of motion ie

You can probably find replacements but you will have to hunt for them

If your desk is too thin or too thick you wont be able to attach the clamp

Last but not least if you need to move the arm to another part of your desk you will need to take the monitor off beforehand unless you have someone assisting you holding the monitor while you loosen the clamp to move it

Just means that the screen gets adjusted to be level again when transitioned from against the wall and standing out
