Both straps buckle with some wiggle room for comfort. The adjustable strap sits above the breast line, very comfortable.

The weight of the vest pulls the elastic so that the weighted areas begin to ride too low and uncomfortably on my scapula and collar bones. Waist strap way too short, ends mid belly, doesn't reach snap in buckle.
