I already had the baofeng programming cable and programming these with chirp is really easy.

Other than that, there are kits out there with high gain antennas and remote speaker mics for about the same money.

They are ham radios and they were not locked to ham bands, but you can find a youtube video that shows you how to lock them to ham bands.
