Instead assemble the two tall side pieces first put them together before you attach them to the base

The cover piece is supposed to be on the outside of the vertical posts but the center pole that holds the tp gets in the way of the provided allen keyscrewdriver and since the cover has no thread you need to hold it in place with one finger as you screw

Secondly be sure to put the two wooden dowels in the base before you put the two tall side pieces on
