Update: 03/04/2014--cable matters contacted me and offered to send both a replacement and a return shipping label for the bad one.

One is mounted on a detached garage and the only way to run a poe wire over to it was through the same conduit as the electrical wire

These are grounded on both sides and only one end should be plugged into a grounded port for the shielding to work properly
