The only way to try to apply an even application after it has dried is to add more product to your fingers to smear onto your face.
I had no issues when following the directions and left it on only for a few minutes.

When i first put on the product my skin does sting quite a bit but the stinging does end up going away after a minute or two

If the stinging does not go away for you it could mean that you might be allergic to the product

You do have to work quite fast when you are applying the product as it dries pretty fast

When it dries it becomes a bit sticky and if you touch your face with sticky dried product on your finger it removes some of the product from your face
