After troubleshooting for 2 days i tried it with the truck actually running and worked perfect.

Was correct product but contained the wrong installation instructions.
The packaging states that this harness works with toyota pickups from 1989-1995 and the tacoma from 1995.

At first i tested it out with just the key turned to the accessory position and the lights would not work one second and would the next

The double sided tape is useless
