I had to increase the size of a smaller hole in the boat dash so i cut a hole in a small piece of scrap plywood with my new hole saw attached it over the old smaller hole with double sided sticky tape and drilled the new hole through the fiberglassplywood dash

It wasnt cheap and i might not ever use it again but it definitely beats paying someone else to do it and not get what you want
