I received the meter quite quickly and it works perfectly.
I told them that i had received a refund from amazon, but they were insistent that they would send me one any way.
A day or so later, the seller contacted me and informed me that they would be sending out a replacement meter.
Update: the vendor promptly send a replacement that does work.
