A permanent all weather panel should be ip67 or ip68

However there is no need to set up a portable panel in the rain it would have too little output

If it is likley to be caught in rain i would make sure the base is off the ground so it cannot be submerged in puddle or very wet grass and as the note on the panel suggests position the panel with the junction boxes at the top
