This wind turbine will only turn when the battery voltage is below 13

If the solar panels or other devices are keeping the charge up above this voltage on the battery the controller will apply the break and stop the generator from over charging the batteries

Better in theory than in practise the pole wiring battery and solar panel clamps are not included as advertised but add up to a lot of extra money
