I would not launch an outboard with anything less i replace these every two years as routine maintenance because ethanol destroys them due to degradation of rubber in squeeze ball black sand and internal collapse of interior hose liner

Im used to the primer bulb getting firm and that is when i know the motor is ready to be started

This primer bulb doesnt get firm but it does what it is supposed to do because i ran the motor in the driveway with the earmuffs on for about 25 minutes on idle and it seemed to have fed the motor with gas just fine
