Fnrisi osciliscope is a great way to test your charger. Works with usb-c, micro-usb and bluetooth. Pc software is the same - but can be scanned by a virus scanner.
Being able to see the voltage, amperage and watts my devices are being charged with is very useful to verify or troubleshoot what's going on. Plugged in the power socket and yep 5v mox.

I tested several cables using a 2nd cable which i thought i could trust but i was wrong and it threw off my test results that 2nd cable i used only appears to work with the charger it came with

With the myriad of usb versions and connectors it can be very difficult to define problems with usb connections

If youre playing around with the tester powered by usbc and connect a device like a phone to the usbc output and the output voltage goes above 5v and then you unplug phone it will continue to tell the charger to output above 5v
