Price
So i've decided to give a shot to a corded hammer drill and went with this product since the price is affordable.
Is pretty strong, did the job and can't beat the price!
Shipping
Note that it has machine oil on the parts for shipping and there will be a burning smell on the first few uses.
Packaging/appearance
Drill doesn't have a lot of hammering action, but enough to keep biting into the cement.
Competitiveness
If you let this thing get too much of a bite on the project, it'll happily twist your wrist into a pretzel.
There a many out there in the market and very expensive.

Update after using it to stir paint in a 5 gallon bucket with a paddle stirrer the drill had smoke actively pouring out of the motor

I was drilling holes in my concrete floor for a new sump and had spent 3 days with my battery drills and only gotten half way around the hole this thing came and i was only 15 minutes drilling the other half that with a 516 drill through 4 of concrete

Occasionally i find that i need to put a hole in a cement wall or floor and trying to do that with a traditional drill is foolish

Working on masonry is much better because most of the action is hammering

There is a dial on the trigger to allow you to set the max speed power level but you cannot set the point where the impact starts

It also isnt terribly loud when the motor is just running and youre not whacking anything with it
