Second cart arrived with all tires good.
Shipped return back to amazon, no charges to me.
Requested a replacement tire, amazon responded very well, sent a whole new cart.

There was a pretty awful chemical smell upon opening the box, and it took a few days outside before the smell dissipated from the wagon.
