I spot checked the beta of 10 in the package base resistor 1m collector resistor 1k powered by 9v supply divided the 1k voltage by the 1m voltage multiplied by 1000 and all were in the 350 to 380 range

I dont know but i suspect at least some of the bad reviews here may be folks wiring these up incorrectly
