Both capacitors have bad solder joints. Board construction appears ok, but running through a set of sketches to check out the board showed that all three switches don't work.

The display is driven from a shift register and not a decoder so you will have to shift in the number you want actually the segments for that number and then the digit you want to light

You will have to use your code to paint the entire display one digit at a time and then repeat quick enough to not have the display flicker

Also the buzzer is a buzzer and not a tone generator
