The rod turns smoothly and doesn't require any significant force to operate. There are no straps to get tangled in the spokes. Easy to clip on and off.
It's not huge, but for picking up afew groceries it works well. It's roomier than it looks. Fits plenty for day to day commuting.
The factory rack handles the panniers without a problem. My only complaint is that the ib-ra5 rear bike rack has a somewhat universal mount for a rear red reflector or rear light.
This significantly reduces how much water it catches.
Cons
The clip system is fantastic and easy to use, but the bag does not hold together with any use. Plastic clips break. Aluminum release bar breaks. The bag is intact but the quick release lever quit working.

Nice quality pannier bag purchased to replace a ross that didn't survive installation to the rack due to plastic hooks.
Let me say that i am very pleased with the complete package.
Once i start riding more in the spring, i may come back and give more thorough reviews but so far happy with the value for what i got.
I bought this with the intent of carrying a 15.

Works like a charm, absolutely worth the price.

Over the past three months i have purchased the ibra5 ibera pakrak bicycle touring carrier plus rear bike rack the ibba11 pakrak commuter bike bag rear rack top mount bike bag and now the ibba9 pakrak bike panniers

The panniers come with thin hard plastic rectangular pieces of plastic that fit into sleeves which velcro shut and make the bag stand wide open even when empty

This oval red reflector that i had dreamed up proved impossible to find even after searching mostall sources on the internet

I ended up putting a circular red reflector on the rear rack which works just fine but i had to drill an extra hole in the universal mounting bracket and the universal mounting bracket overhangs the circular red reflector on both sides

I plan to neatly trim the bracket with a hack saw so that it is not visible on either side of the reflector to complete the polished look of the rest of the ibera system

Also the side release clips are unnecessarily fiddly because of a strange design that requires that you line them up perfectly
