The black collar or bezel or cover plate whatever its called then just slides over the shaft and covers the bracket

Its too tinny to maintain a longterm snug fit over the bracket and so i can see it loosening over time if it gets hit occasionally by the vacuum cleaner or mop i installed mine on the baseboard at the bottom of the wall
