It turned out that the load wires on the old unit were at the bottom and the line wires were the top pair

After removing the new unit and verifying which pair in my box were from the breaker box and which were to the second outlet i installed it properly and it worked

Look on your old unit to make sure you are getting the load and line wires right

Many of these type recepticles go back a few inches which can be impossible to fit into a box under 2 inches deep

The gfci will not trigger when power is reset

If you have a power outage or have this wired to a switch you will not have to reset the gfci
