The rgb silicone is more of a jacket on top of the power connector and you can flip it to work either way for you.
It’s flexible, you may need to adjust it a bit so the connector does not bend to the card causing issues.

This cable does not come with an rgb controller the 24pin one for the motherboard does though

Once you have it connected you will have to visit the lian li website and download the software to configure the rgb light

I recently upgraded my pc build with the lian li strimer plus v2 124pin 12vhpwr 8 light guide and its nothing short of spectacular
