The reason is because you want it to be bright enough for thieves to see but at the same time you dont want it too conspicuous where you could give the cameras location away easily the purpose is to hide the camera somewhat inconspicuously so that it can catch thieves but also visible enough for them to realize that its there if they looked hard enough

One thing i dont like about this product is that it did not work when i used fully charged rechargeable batteries so i just switched them out for regular ones and the lights worked

I really love the purposeintention of this product especially if youre opting to use fake cameras instead of a full blown expensive security system
