To turn it on you need to push the small button on the side of the unit and hold it for 13 seconds

You can lock it out to prevent accidentally turning it on by holding the switch on for 34 seconds and will flash two times to indicate it is in lockout mode

To bring it out of lockout mode you hold the switch down until it turns on seems like 4 seconds or so but the instructions are not specific

To enter into strobe mode you push the switch twice regardless of mode you are in and do the same to exit strobe mode which will return the unit to the state it was in before you entered the strobe mode
