Pros & Cons
Pros
Neoprene is thick but flexible. Fits like a glove on my grandson. Size 10-12 fits him well and may fit him next year.
Cons
The reason is because the neck is so high it touches and rubs the child's chin/neck causing the rash. The rash is caused when the neck rubs against the chin.

Water should not be able to flow freely in and out of the wetsuit instead it should seep in and warm up and remain inside the suit
