I would believe 800 lumens combined but when its stated as 2 x 800 that should mean that each bulb is roughly equivalent to a standard 60w incandescent you put in your kitchen or bathroom

Either modifying your relay or adding a resistor in the right area may be your solution but make sure to do your research on what others have done to fix this
