My xeon e3-1231v3 is a good 10*c cooler at both no-load and full-load but most importantly, it's ridiculously quite. Contact is really good as the heatsink gets hot on my 4770k which is 85w.

Fan is scary silent even when at 100%! Temperatures are stable under load and the unit is virtually silent, even in high ambient temperatures. The quietness of this cooler is amazing, and i would say my msi rx480 and psu fans are way louder than it.

Cons

The fan spins in an annoying audible way that is not tolerable. The fan sounds like a jet engine and the cores run in the 80-90c range.
