I found i had to add some pressure to the handles to open the clamp enough to have it freely slide onto the hose and over the fitting nipple

The problem in this situation was that the jaws dont close far enough to completely open up the clamps to move them all the way down the hose

One problem is that the ratchet latch teeth are not fine enough

This only becomes a problem if you cant remove the clamp from the hose within the range of a ratchet stop at the end of the hose clamp springs travel
