Pros
The inner tube is substantial enough to keep her afloat easily. It keeps her head above water, arms out and able to move unlike a puddle jumper.
Bought this for our 11 month old grandson. Fits great. My son is a really tall 2 year old, and this is comfortable and safe for him!

The strap barely reaches the velcro, and doesn't seem as if it would be secure. The velcro that is suppose to keep your child secure comes undone. My son is 6 yrs old, and couldnt even get it to fit up on his shoulders!
