Pros
The measurement chart is based on the widest/stretchiest part of the jacket. I have a 7 pound chihuahua and the size small fits him perfectly. My dogs are 12-15 lbs.
It helps keep the water off his belly when the snow melts and he's going over slush. Little furball seems comfy in it. The inside is fleecy and cozy.
The snaps on the chest are much better than velcro. I like that it has snap * rather than a zipper. It's soft, has good coverage, the button snaps are easy to use and really durable.
Like this jackets even in the summer for chilly nights at camp. My dog looks so cute wearing this and receives a lot of compliments!
Cons
It's too bad we loved the purple color. The size is not accurate. This coat is not suitable for cold weather.

Price is very reasonable compared to what you will see in a pet store.
But besides that it is a great jacket for the price.
Competitiveness
This jacket was perfect for my 24lbs beagle mix dog.
For reference i have a maltipoo who shivers when it is still above zero!
Looks cute but was a little smaller than suggested.

I took a star off because while this fits well in the girth it is about 2 inches too short
