Pros & Cons
Pros
Some review photos here show that it seperates on laminate surfaces. Used on prefinished birch after sanding with 150 grit. This makes a great base coat for painting furniture and you don't get bleed through.
Rust-oleum bin primer is available in a quart can. It's great for refinishing cabinets and sub flooring. Cleaning up is a breeze.
Cons
This stuff is slow to dry and after a week it doesn't sand well. It forms clumps and sticks to the sandpaper. It's like sanding latex paint. This is an inferior product when dry time is concerned.
Highlights
Quality
Easy to use, minimal odor, good finish.
Easy to use, dried fast and has kept the paint on great.
Soap and water clean up for this quality of primer is so unexpected.
This new formula requires sanding after it dries which really defeats the purpose of applying primer to begin with.
Price
So if you need a budget way to fix a pungent cat urine smell, there’s my advice.
Packaging/appearance
Can arrived badly dented in two places

The downside of course as with all water based materials is that it raises the grain on raw wood surfaces
