New from a kit, and sold as refurbished. Arrived exactly as advertised. I always look to purchase reconditioned items if the price is right.
Cons
Silver lining is that it at least turned on. My electric dremel version is way better. They allow you to attach a different companies heads, but the box literally shows attached heads that are not yet for sale.

They can cut through plywood but they basically sand through it the wood gets very hot and sometimes even starts to smoke
