Most analog servos will not hold their position when you stop the pwm signal

These servos hold their position even after the pwm signal is switched off

In order to completely prevent them from holding a position under power you need to actually cut the power to the servo otherwise it will continue being locked to the last position while actively resisting any manual turning and will make a very faint humming noise
