Katniss was given to some stylists and made friends over chatting she was turned into “the girl on fire” and the reason for the costume is sponsors they can send you useful things if you win them over in first impressions

When the games start there are helpful items on the ground and even a bow and arrow she is distracted by the other boy from district 12 and doesnt make it in time and a girl katniss calls foxface swoops it up but katniss is able to get a orange backpack full of no one knows yet
