Oem, these do not come with the shim kit.
However, aftermarket pads come with the clips and sometimes the backing plates.

I cleaned off the old ones and re-used the shims.

I still like the pads and will likely just buy those parts separately, but i was disappointed that they weren't included.
All toyota parts are made in the usa by american workers!

Did not come with any of the extra shims or other hardware like some other brands so had to reuse
