In order to get it working again i had to go into device manager and uninstall all usb extensible host controller interface instances or uninstall everything under universal serial bus controllers

When the os reloads it will add all the usb controllers back as well as the usb to hdmi adapter but there will be a driver error

Installed the driver from the dongle itself as stated in the description and it worked after a reboot

It did not pop up when i put the adapter in the usb i had to go to the drive and click on it
