There is a recommendation that the fuse one adds to the input side is twice the maximum rated wattage and there is a warning that it is especially important to note that when the input terminal is battery powered only the maximum voltage of the battery in full power will be able to work normally

There is also the expected caution that you will brick your device if you wire it improperly or exceed maximum ratings and a lengthy paragraph about appropriate wire size where no specific guidance is given presumably because this manual is included in all of the power supplies

It is definitely possible that there is a few milliohm current shunt between input and output ground connections or maybe thats just the resistance of the wiring inside the potting

Without a real datasheet or destructive reverse engineering we may never know

Probably and if it does it will likely be much higher efficiency than converting 12v to ac line voltage and then back down to 48v with a wall wart
