This meter should output the rated voltage only into an "open" with no current flow.

For the price the meter is outstanding.

No problem as this inexpensive unit is well worth six batteries.

I wanted a megger, without spending a zillion dollars on one to do basic troubleshooting of broken insulation on wires.

Conclusion:it seems like it should do the job for a dedicated insulation tester, and it doesn't cost an arm and a leg.
