Cuz wise-tiger seems to be a chinese company in shenzhen. Don't trust this seller and their cheap chinese garbage product. It's only $20 but what's the most frustrating is the time i had to take to diagnosis the problem.

Tried everything. Tried plugging into a different usb port. Installing the driver is difficult. You have to download the program for it to work and the link that's in the instructions doesn't lead you to the correct download.
