The phone battery power percentage moved up at a snails pace and it looked like it would take two days to charge a phone

I left the charger unplugged from the ac plug for a couple weeks and saw that its power level had dropped one level it has four lights indicating power level so i assume it had dropped by 25 percent because one light was out
